just a suggestion, but to allow for a little more flexibility in our rosters, how about raising the cap from 100M to 120 or 140m?

Good for teams with Ruth , but not for us bottom feeders.

So Round 2 draft - select a player from unused franchises is the pick a free agent from one of the following franchises?

Los Angeles Angels of Anaheim
Arizona Diamondbacks
Miami Marlins
Colorado Rockies
Tampa Bay Rays

Correct, keeping in mind that it must be a player that is assigned to one of those franchises based on the same criteria as the team pairs

The original 16 franchises remain intact even through all the relocations and ownership changes. Teams moved West in the 50s in search of dollars. Heck, even the Senators moved to Minnesota in search of a fan base that would buy tickets.
