I'm bored, and that's dangerous.
So, I'm looking for a few good owners interested in starting up a new keeper league. If you're familiar with the movie Logan's Run, you'll understand the basic concept.
We will operate as a 2 team theme league with a (large) hitch. Owners will draft keepers under the age of 25 and be able to keep them until they hit 27 (27 is the new 30). You may also keep two players over the age of 27 that you've previously drafted. So while you may draft the "best" two teams in the majors, many of their young players may be taken by another owner.
League is $200M, DH, UNLEASHED. We'll play one season this year, two normally. You over-winter with your second season team.
The initial draft is scheduled to be a 17 rounder with 15 players and two teams. Full rules are included below. I'm very open to suggestions regarding any part of the league rules. I'll supply player ages for drafting purposes.

LOGAN'S RUN KEEPER LEAGUE RULES
INITIAL DRAFT
1) The initial draft is a 17 round live draft; the order to be determined by state lottery results (Pick 3 results, day after last owner signs up).
2) 15 Players and 2 teams will be selected. Players may be selected in any round at the discretion of the owner choosing. No team or player may be selected twice.
3) 10 of the players selected must meet the selection age requirement -- 24 and under as of June 30 of the draft year (initial draft year is 2011). No major league experience is required. Players on teams chosen by another manager are eligible. Any player of any age or any country may be selected (yes, you can choose your 8 year old Cuban cousin).
4) 2 of the players selected may exceed the age requirement. These players will be tagged as "RUNNERS". (See First Carousel for additional information on RUNNERS). These players may be chosen in any round of the draft.
5) The initial draft is serpentine.
6) Draft picks are tradeable.
7) There is no clock for Round 1 of the initial draft. All subsequent rounds will operate with a 3 hour clock between 10 AM and 10 PM Eastern Time. There will be no clock on the weekends. Any owner not making their choice in their allotted time may be skipped. In such an event, said owner may choose at any time past their allotted time.
8) The initial season will be the second half of a calendar year season which means that the teams selected will also be used during Season One of the following year.
FIRST CAROUSEL
1) Prior to the draft all owners must announce their RUNNERS. A RUNNERS tag is a one-year transferable designation that allows owners to keep two players on their roster despite exceeding maximum age of 27 as of June 30 of the draft year. RUNNERS may be any age, but must be either an initial draft selection of the owner or a player drafted by the owner in subsequent years. RUNNERS are not tradeable except for another RUNNER or if earned through the SANCTUARY rule listed below.
2) If a RUNNER does not receive a card, he has been terminated by a sandman, and the owner looses all rights to the player. Owners with less than two RUNNERS may recruit another runner from the general populace through a draft prior to the general draft. Draft order is determined by cumulative win/loss records of the seasons played with the previous year's card set. Reverse order, worst-record first, NFL style.
3) All players selected by owners who have not received a RUNNERS tag and have reached past the age of 27 as of June 30 of the draft year will be terminated and may be used as part of a selected team.
4) A non-serpentine live free agent draft of 8 rounds, will be held each year shortly after SOMO cards are released.

1) Any owner who plays an entire season with a roster made up of their Logan's Run Roster and RUNNERS will earn an extra RUNNER tag. There is no limit to the number of RUNNERS tags an owner may accumulate over time.
ROSTERS
1) General Roster is made up of an owner's Logan Run Roster, RUNNERS, and Selected Team Rosters. These players are eligible (within SOMO rules) to become a part of an owners SOMO roster at any point.
a) Logan's Run Roster is made up of all players drafted by an owner and not given a RUNNERS tag. There is no size limit for a Logan's Run roster, however, each player must meet age requirements. Upon aging out -- and not receiving a RUNNERS tag -- players will be released from the Logan's Run roster and may be used by another owner as part of their team selection. Players may be traded at any time.
b) Runners are players selected as detailed in the Annual Draft selection. Owners may have no more than two unless earned as detailed in the SANCTUARY section.
c) Selected Team Roster is made up of all SOMO carded players of a team selected by an owner in the draft
2) All teams must meet SOM roster requirements at all times.
3) There are no limits to transactions between an owner's active SOMO roster and their general roster except those internal to the SOM game engine.
LEAGUE SETUP
1)Salary cap is $200M, roster moves unlimited, FA drops 10%.
2) We will use the DH.
3) We'll play 2 seasons per year - one in April, one in July. (The inaugural year will have only one season played, occuring directly after the initial draft).
4) Divisional assignments will change each season. Initially, divisions will be determined in order of signup: 1-4 East, 5-8 Central, 9-12 West.
5) Divisional assignments for each subsequent season (from season one to two within calendar year and from season 2 to the following calendar year) will be determined by the final win/loss records of the previous season, with the four best teams in the East division, the following four in the Central, and the remaining four in the West.
6) The league Commish shall maintain a record of all drafts, transactions and player movements and provide a copy to any owner on request.
7) All ties between teams will be broken by the previous season's head to head win/loss records. If this does not break the tie, cumulative win/loss head to head records will be used.
8) All rule changes must pass by a super majority - 8 owners or more.
9) There are no specific rules against "roster dumping." Owners no longer in a pennant race can use their best judgement in determining the makeup of their team, provided that all general roster size limits are met. However, it is expected that all owners will act in the best interests of the game.
10) We will use the UNLEASHED set for all seasons.
11) This will be a 12 team league
STADIUM RULES
1) Owners may choose any stadium so long as it has a dome or fixed roof (http://en.wikipedia.org/wiki/List_of_Ma ... l_stadiums). Stadiums do not need to be unique. Owners do not need to announce their stadium choice in advance of game play.
2) Owners do not need to choose the same stadium for seasons one and two.

1) TRADES are allowed and encouraged. Trades must be posted by both owners on the league website before they can be enacted. The trading of draft picks is also authorized.
