Live draft philosophy: Star power or scarcity?

I've seen different draft philosophies in use in live drafts and am curious about what the expert strat-o-gists think.

In drafting a new team, whether in a keeper or in a current year card set, which is better?

a. Select one of the few stars available at the positions which don't have many stars, such as 2B, SS or C; or

b. Select the best (highest-salaried?) player available, no matter what the position?

Draft the best avialable player for your stadium before moving on to the scare positions in Round 2
