weighted waiver is different than 20% FA drop.
20% FA drop occurs into the season when you make a roster move...the player you drop only gives you 80% value (you lose 20%). i.e. if you drop a $5M guy, you get $4M.
weighted waivers refers to the actual draft. so, if you miss on 10 people during the autodraft, and you miss on $30M and someone else misses on 11 guys for $20M, he would get a higher waiver spot with normal waiver (since 11 guys > 10), but you would get a higher one with weighted waivers ($30M > $20M).
