Is it really "unleashed"???

I'm curious to know why this "unleashed" set is bothered to be released if only a selected number of additional cards are included. I'm fine with having the standard and unleashed sets as separate entities, but why not include all of the other players issued an SOM card?

Just for reference (according to the 2011 "Strat Disk"):

Hitters in 2011 - 510
Hitters in 2011u - 528
Total hitters issued SOM card - 536

Pitchers in 2011 - 408
Pitchers in 2011u - 409
Total pitchers issued SOM card - 439

Where are those missing 8 hitters and 30 pitchers??? :?
